What does this mean for the citizen? Actual “protection”, or more government control?

Everything seems to me to point towards the idea that they are paving the way for a digital id future where the government can control our behaviour to the nth degree.
This will enable the introduction of digital ID schemes, including some trust frameworks currently being piloted … Digital ID is also emerging as an important component of the future roll-out of a Central Bank Digital Currency.
All roads seem to lead to CBDCs.

I wonder if there is any chance that a Republican administration would effectively oppose this in the US, or even want to.
