This is obviously a police force that has been mired with internal problems for a while. Their answer to these issues appears to be jumping from the frying pan into the fire, by hiring known criminals and illiterates.

That’s exactly what we’re doing in the U.S., too.
Those black police officers who killed that young black guy had been hired after a lowering of standards in the police department.
They must be doing that in the FBI now, too, as we seem to have alot of agents who are perfectly willing to act like gestapo agents and stage violent arrests on people who’ve done practically nothing, in order to terrorize the rest of us.
