Their way of thinking of this is that it must be censored in order to stop a run on more banks, which will end up in a run on all banks. But, of course, this is the trouble with tyrants, the do things to limit our rights, because we don’t know any better.
The truth would be better. Then again, the truth doesn’t always work the way it should. I don’t know for sure, but I suspect that leaders warned the people not to rush to take all their money out of the banks, because that would start a cascade into economic depression for the country, but if they did, it didn’t work.
