I’m still inclined to think that his purchase of Twitter will be a positive development, but in this video he sounds as if he may be in support of shadow banning, at least in principle.

It depends what he means by amplified, whether he means that in a passive way (i.e. that Twitter shouldn’t actively promote such views) or whether he means that “outrageous” things should be actively suppressed so they reach less people.
He does not mean that any speech should be “actively suppressed”. He is for free speech.
