The very claim of that report, far from being reassuring, is extra shocking. The abuse should not be going on at all, and a report that suggests a little of it is cheerful news shows the deep immorality of its authors - and of the authorities whose job it is to fight crime. As one decent policewoman says, the force is corrupt.
